Kaipara District Council

Roger Billington

for Otamatea Ward

ACT Local has selected Roger Billington — an international design consultant and academic with a background in architecture and sustainable development — as its candidate for the Otamatea Ward of the Kaipara District Council in this year’s local election.

Billington has led architectural and design projects around the world and developed university-level academic programmes in New Zealand, Australia, and China. He’s passionate about making buildings more sustainable, reusing old spaces in smart ways, and creating jobs through good development. With years of experience in planning, managing budgets, and putting communities first, Roger offers the kind of practical know-how that councils badly need—but often don’t have.

He’s standing to bring fresh thinking and future-focused leadership to local government.

“Kaipara has great potential, but it needs a council with a plan. We’ve got to back local businesses, bring in visitors, support young people, and fix the basics like roads and services. My background in architecture has taught me how to turn good ideas into real results. That’s what I’ll bring to the council table with ACT: clear priorities, practical thinking, and a focus on getting things done." – Roger Billington

When you vote ACT Local,
you know what you're getting:
Helping the cost of living

by keeping rates down and cutting out the unnecessary spending on nice-to-haves and growing the bureaucracy.

Ending the war on cars

Rural areas depend on cars, I want to look at the traffic management regulations to ensure better value in time, cost and quality of roading projects and planning.

Growing for the future

by cutting back red tape on new-builds and renovations, needless compliance costs on business, and developing strategies that will improve the lives of the next generation.

Focussing on delivering the essential services

like maintaining the roads, fixing the pipes, and collecting waste.

Restoring credibility and accountability

to Kaipara District Council by putting expertise above ideology and ensuring ratepayers are able to see how the decisions that affect them are made.
